There are no laws related to this. However, there are laws about keeping children safe. Siblings are a challenge, because they don't always listen to their older brother or sister. A 14 or 15 year old should be able to look after a young child for a few hours without a problem.
Hello! I believe there are different standards for siblings and other children, so great job for clarifying! There is no minimum age for a child to stay home by themselves, with that being said, legally don't see any requirement for babysitting sibling.

Most siblings closer in age are going to be better behaved around eachother. Also, the crime rate in California can be incredibly high, especially if it is a extremely poor or very rich area. If the older sibling is more responsible than its okay. Testing the "Baby sitter/ chapparone" is the best way to see. (For example, don't leave on the burner and lock the doors and windows before you sleep). One should really 'pound in the rules" into the older siblings mind before allowing he/she to watch the younger sibling.
