The landlord is always going to have to pay some of his money to rent out their property: when a tenant moves out and has left the place undamaged, there still will be expenses to pay before moving in new tenants, such as painting, spackling, changing out appliances if necessary, and re-carpeting. They will also pay upfront costs of repairing damages the previous tenant made, even if they decide to sue the former tenant: they have to get their property up and running so that they can rent it out quickly.
