The people of Haiti we not warned as they could not tell the activity of the earthquake developing also they had a large population so word would not travel fast.
They didn't. The earthquake struck without any warning. Back in 1906 scientists had no idea how to predict eathquakes, and we aren't much better off today.

First off, it was a huge earthquake -- 7.0 magnitude. An earthquake of that size in any country will cause severe damage to buildings. Before the earthquake hit, Haiti was already an impoverished nation with buildings not able to withstand huge earthquakes. Without proper construction, the buildings were bound to collapse and kill thousands. In addition, Haiti is on an isolated island which makes getting supplies there very difficult, adding to the tragedy. All four of these reasons exacerbated the situation: 1. Size of the earthquake 2. Poor infrastructure 3. Isolation 4. Poverty It killed approximately 200,000 people, and left 1 million people homeless.

Haiti's a very congested country, there are small buildings and houses as far as the eye can see. A 7.0 earthquake would crush any small structures in it's vicinity. Plus there were at least 52 aftershocks ranging from 4.5 up.The earthquake was so destructive for a number of reasons:The earthquake occurred at shallow depth - this means that the seismic waves have to travel a smaller distance through the earth to reach the surface so maintain more of their energy.The earthquake occurred in close proximity to a populated area. This again means that there is very little attenuation of the seismic waves (i.e they still have most of their energy and so are more destructive when they arrive).The buildings in Port-Au-Prince and other areas of Haiti were in very poor condition in general and were not designed or constructed to be earthquake resistant.
Okay, so I'm not going to answer that exact question but I am going to make a comment on it. I think that not enough billionaires are giving enough money to things like the Haiti earthquake. You see, there are billionaires in this world who could help millions of families in Haiti, yet they are just too selfish to spare so much as a penny. No, nothing they did had any influence on the level of Earth's crust where the Earthquake originated.
In recent history, a Chinese earthquake killed about 255,000 in 1976 - at the moment the thinking is that Haiti killed fewer - and further back in history another in China killed over 800,000 in the 16th century.

It is not possible to issue warnings about earthquakes at present as they cannot be predicted with current knowledge.It is hoped that in the future, warnings will be able to be issued for some types of earthquakes that have foreshocks (smaller earthquakes that happen before the major quake). There is no mention of foreshocks for the Gisborne 2007 quake on the Geonet website. There were aftershocks. See the related links.
