Still, he controlled the lawful government of that area at the time. Arthur Ashton, the leader of the Irish rebels at Drogheda, refused to recognize Cromwell as the lawful ruler. He sided with those wanting to restore the monarchy to Ireland. He decided to fight to the death rather than recognize Cromwell. Cromwell had broken the law when he killed King Charles I and seized power. Ashton broke the law when he rebelled against the ruler, Cromwell, to reinstate the monarchy. Who is guilty in war?
