No there has never been a credible link made between Saddam Hussein and al-Qaeda. The 9/11 attacks where carried out by Osama bin Laden and al-Qaeda and the majority of the hijackers, 15 of the 19 came from Saudi Arabia, none where Iraq citizens. Even George Bush said that in 2003: "No, we've had no evidence that Saddam Hussein was involved with September the 11th," Bush said. In fact Saddam Hussein never really liked al-Qaeda and the relationship was never overly positive. The official report of the 9/11 commissions says "Bin Ladin was also willing to explore possibilities for cooperation with Iraq, even though Iraq's dictator, Saddam Hussein, had never had an Islamist agenda---save for his opportunistic pose as a defender of the faithful against "Crusaders" during the Gulf War of 1991. Moreover, Bin Ladin had in fact been sponsoring anti-Saddam Islamists in Iraqi Kurdistan, and sought to attract them into his Islamic army." The terrorists who caused 9/11 had nothing at all to do with the Iraqi Regime and the basis for entering the Iraq War was to find weapons of mass destruction. However, Bush's administration tried to tie Saddam Hussein to the 9/11 attacks even though there was no link.

Yes and No. While there were no actual linkages between Saddam Hussein and al-Qaeda and therefore no true connection between the events of September 11th and the Iraq War, the Bush Government argued that there was such a connection and it was one of the motivating reasons for entering Iraq. (The whole rationale was that Iraq was developing Weapons of Mass Destruction and could possibly sell them to rogue organizations like al-Qaeda. We know now that this was factually false and many argue that the Bush Government know the falsity of that statement back in 2003.)
