Samuel Tilden, the Democratic candidate got 184 electoral votes and Hayes got 165. 20 votes were in dispute so congress had to decide who to award the votes. Had Tilden been awarded even one of those votes, he would have been President, but congress decided to award all 20 to Hayes as part of the "Compromise of 1877". The Democrats agreed to allow all the votes to go to Hayes in exchange for ending Reconstruction (and the protection of African Americans there). After the compromise, the Democrats proceeded to disenfranchise most African Americans in the South for the next 80 years.
