You need to contact the agency that seized you refund. In most states, this is called child support enforcement or something similar. You need to review your account and confirm that there are no mistakes in their records.

If they've gone far enough to seize a tax refund, it is likely that your driver's license may also be suspended, and/or your wages could be garnished.

No. The custodial parent's spouse is not responsible for your child.

Does child support have to be paid monthly or can it be paid every other month 3 month...?

Child support is paid monthly, however some states allow alternative payment arrangements to be made if there are extraordinary circumstances. For example, if the non-custodial parent is only paid every three months, he or she might be able to set up an arrangement to only pay child support every three months.

Can you file back child support in a bankruptcy in the state of Illinois?

When you file for bankruptcy, you are required to list ALL debts you owe. However, child support or alimony (called Domestic Support) are NOT discharged in a bankruptcy. In a Chapter 7 - this debt survives your discharge. In a 13 - you probably can pay back the arrears over time, but you have to make the required monthly payment to the Child support agency for current support AND the trustee payment for the back support. I would seek the advice of an attorney that specializes in Bankruptcy to see if this is an option for you.
