Just because they can get Birth Control does not mean they are allowed to have sex. Those are 2 separate issues. Statutory rape is when an adult have sex with a minor below age of consent in their state. The law is to protect children from that. A 12yo girl can get condoms on her own but no birth control she can use by herself. She would need parental consent and many do get on the birth control pill because it helps against severe menstruation. If you mean the morning after pill you have to be 15 to get it. In many state there is a close in age exemption where a 15yo is allowed to have sex. Even if it's not allowed in a state we are very well aware of that 15yo have sex and it is illegal but it's rare that there is a punishment attached to it. It's more important that the 15yo does not become pregnant. Birth control does not encourage to sex.
