Transitions can be added to your Windows Movie Maker project in the Storyboard view of the program.
The space between each clip in the project is where Transitions are to be placed. Simply choose a transition from the Transitions menu and drag its icon to the box between clips.

To change the transition length, click on Tools, Options, Advanced tab. Use the up/down arrow beside Transition Duration to change the length of time the transition lasts.

There is no Windows Movie Maker v5.1. There is a Windows 5.1 build version, but I think the one you are looking to get transitions and effects for is the 2.1.4026 version (v2.6 technically speaking).In any case, rehanfx.org has effect and transition downloads, but they are designed for Xp Movie Maker and are extremely hard to install on Windows Movie Maker (v2.6). Although not impossible from what I hear. No... Unfortunately, effects can't be added simultaneously to clips on Windows Movie Maker. But, you can use the Auto-Movie feature, which will add random effects and transitions to your entire project if you don't wish to do it manually.
