The men that were going against the government were trying to make the Articles of Confederation. the articles of confederation were weak, they consisted of only a legislative branch with no judicial or executive. having shays rebellion made the people know they need to change the articles of confederation. after that we had a stronger and more powerful central government.

The Constitution was designed to solve the major weaknesses of the Articles of Confederation. One of the most serious problems was the lack of federal power. The Executive Branch, missing in the Articles, was created to enforce federal laws in the country. The government under the Constitution also had the power to tax. Under the Articles, only state governments could tax due to fears of monarchy and tyranny that might result if the federal government was allowed to tax. However, the federal government had to depend on the states for revenue, which the states did not always give. This was a serious problem because the US had $27 million in war debts. The first sign that the new Constitution was better than the old Articles of Confederation was the Whiskey Rebellion, in which the new government aptly showed its ability to enforce its laws.
Under the Articles of Confederation the government did not have to power to levy taxes or form an army. The Articles of Confederation did not give the government enough power to function. They could only ask for the support of the states and hope they complied. In regard to taxes, nobody wanted to pay taxes, so the government had no money. Shay's Rebellion showed that the government also didn't have the power to protect the states should they need it. The Articles of Confederation were too weak because they were written with they tyranny of England fresh in the minds of the authors. They wanted to limit the power of government as much as possible and consequently created a government that couldn't function.
The articles of confederation were unable to enforce taxes. They were only able to get "donations", this made the over all central government weaker than those of the states who were authorized to issue taxes. Also the states did not have equall representation in the government.
The articles did not allow the government to tax its people, thus forcing the government to reley on donations from the states. Also, under the articles there was only a one house legislation which did not satisfy states like Virginia who had a large population. So in the constitution a two house legislature was created, the senate and house of representatives.
