That depends entirely on where you live.

In climates that are hot, rosemary will make a wonderful hedge, the only pruning I ever did with mine (in Arizona) was what I needed for cooking. Admittedly I used that excuse to shape the plant.

In warm climates, where you don't get much by way of frost or snow, you only need to prune your rosemary plants to keep them healthy.

In climates that are cold, it is advisable to cut your rosemary back by 1/3 and mulch or wrap the plant to protect it from drying winds and damage from the cold.

In very cold climates, I keep my rosemary in pots and when winter comes along I cut the plant back by 1/3 to 1/2 and move it into my greenhouse. When a green house is not available, you can put the rosemary, in its pot in a cool, dry, dark area (heated garage or basement) and let it go dormant for a few months.
