No tests or studies have been done on how easy it is to transmit HIV (understandably) however it has been submitted by experts in the field that although it is not as high a risk as with a male to female infection, it is not by any means a remote chance. It is still a high risk, and sex with a HIV+ woman should not be done lightly. Plus, with advancing case law in this area, a person can now be held criminally liable for either intentionally transmitting HIV, or recklessly transmitting it. Found guilty under s.18 Offences Against the Persons Act 1861 (in the UK) infliction of Grievous Bodily Harm. With this and general social stigma attached, it is clear that sexual intercourse with someone with HIV should not be taken lightly, and it would be wise for myths such as the inability to pass HIV from women to men to be dispelled. And also, HIV can also be passed either way through oral sex. Kissing does not pass it. (You would have to drink an equivalent of an olympic size Swimming Pools worth of saliva for a remote possibility of infection.)

In theory but hardly likely. Saliva doesn't carry lots of the virus and it has the ability to neutralize most of it. Using the logic that kissing or french kissing does not pose a risk then eating out should follow suit. Just make sure you dont have blood oozing from your mouth or an STI and you should be fine.
