In my experience with vinyl pool lights it can only be 3 thnigs;around the light'not haveing a gaste;i would chack the light;the gsate;see if that would help;if that don't work i would put it a new light

first of all if your light is leaking call a professional to repair it!! if you must insist on becoming a weekend warrior and trying to repair it yourself...go get yourself some 2 part water resistant epoxy...pull out the light from the niche and puddy the gap between the conduit and the light niche itself. This is where they leak from most of the time. If that's not the case then youll want to try the gasket itself that you can see without removing the light. Hope this helps!!
I tried putty with the light box empty. Worked great, for about 10 days. Then I got mad. Fortunately I had a handy family. We cut out the concrete above the light, about 18" square-very tough job. Dug down to the light box with a post hole digger. Then created a new seal with plastic conduit, stainless steel washers and a brass nut (couldn't find a stainless steel nut). Then the entire area was covered with Shoo Goo (found at Walmart in shoe dept) plumbers swear by this stuff. Filled the hole with crushed stone, not dirt. Compacted it and repoured the concrete with 120lbs of concrete from Lowes, just mix with water. Its fixed correctly and will not leak! Sure it was alot of work but to do it right you need to get to the source nut just patch it. Would easily have cost about $1,000 to have someone do it. Cost me about $55, and 6 hours of labor.
I am assuming some variables here but if it is just the bulb then there is one screw (Phillips head small) at the 12oclock position unscrew and the bulb unit should float to the surface there should be enough cord to reach the deck unscrew the 10 or 12 flat head screws and pop the casket from the glass take out old bulb replace it with new and reverse the process. The new lights have just one Phillips head screw that holds the gasket so even easier
This is not a job for a novice. Please let a qualified pool tech do the job for which he is more than qualified to accomplish. After all he knows the swimming pool electrical codes, what to look for , when to replace or refurbish, what to test, how to test and which GFCI works with the system. You will need a GFCI on your light if you do not currently have one. It matters none that you are JUST replacing the bulb - the code calls for upgrading/updating the entire system. Do yourself a favor and let a professional do this job. Electricity and water do not mix well.
Use an underwater liner repair kit available at a pool supply store. The better solution is to use a piece of liner that matches the liner in your pool instead of the clear patch in the repair kits. Simply cut it to fit, round out the corners, and apply the glue from the store bought kit. The repair can be done underwater.
IF BOUGHT BRAND NEW IT SHOULD HAVE COME WITH A PATCH KIT. IF NOT YOU CAN PURCHASE ONE FROM A POOL SUPPLY STORE OR ANY STORE THAT SELLS POOLS.
Hmmm, what do you want to water proof on a pool light? Get a professional to do the light and or light fixture. He will know the code and know which needs to be fixed or replaced etc.
