Hit the rocker panel with a rubber mallet a couple of times on the passenger side of the car. It should start draining more and more the more times you hit it.
Good luck
If I remember correctly, 25,50,50 ft lbs and then a quarter turn.
Knowing the way Chrysler often interchanges parts from many different cars, I would assume it would be about the same.
Very small drillbit underneath taillight. small hole water drains out. I recommend sealin the hole with silicone after.

Hi I just answered this question for someone that owns a 1998 convertible. : Hi, I just purchased a 1997 Sebring convertible last weekend. I too had to replace the turn signal relay. It's located in the trunk on the drivers side. Open the trunk, pull back the rug liner that covers the rear quarter panel, if you follow the wiring from the rear tail lights you'll find the module on the left side behind a metal reinforcement structure. It's attached with two white plastic inserts, if you push on them using a pliers from the front side and pull on the module it will come loose. Then replace the module and enjoy....Hope this helps. : FISHMANMAV
Driver's side bottom corner of the radiator, facing rearward. Give it a quarter turn and pull. DO NOT try to fully unscrew it, you'll break it. There is a hose barb there so you can direct the outflow instead of having it splash all over the place.
On either side of the car (under the doors and rocker panels) there is a place where the body parts come together. That is where the drains are for the quarter panels. If for some reason they have been bent over (they hang down about 1") they won't drain. Straighten any bent areas. This should take care of the water collecting in the quarter panels and flowing into the passenger compartment of your car.

It is located on the passenger side rear quarter panel.
In a large passenger liner it will usually be about an hour and quarter of flying
inch and a quarter or one and five sixteenths
