If the knob turns but no water comes out , you probally have an additional shut off valve behind tub or in your basement. Take screw out of center of knob which may or may not be located under plastic cover that you pry off. Use vise grip on valve turn. If water comes on replace knobs.

It may turn on, but leaking inside the wall, if it is a frost proof wall faucet, and you left a hose on it during the winter. The other thing could be, it is "frozen up" or galled inside the working parts.

it is a frost proof wall faucet. The handle is turning and if you remove the cap on top you can see it turning but no water comes out. There is no evidence that there is a leak

It sounds like the stem may be broken. Remember, it cuts off at the rear of the faucet. The stem can be broken inside the barrel, and the handle still turn.

Shut of the water to the faucet. If a local shut off is not present then the main house shut off will have to be used, or the cutoff at the meter. unless plastic pipe is used then the faucet screws onto the water pipe. It will probably take a pipe wrench on the pipe and the faucet to break it free. use Teflon tape to cover the pipe threads before screwing on the new faucet. Turn the water back on and check for leaks.
