Usually means that the magnetron tube that creates the microwave is burned out. I am an EE and when this happens to a microwave I buy a new microwave rather than trying to replace the tube. Fooling with the tube and shielding can be dangerous.

It sounds like the magnetron is burned up. It will probably be cheaper to replace the microwave. If it's new, then take advantage of the factory warranty or take it back to the dealer you bought it from.
