The Nikon D90 and D700 are vastly different cameras, with the primary difference being the sensor sizes. The D90 has a smaller APS-C sized sensor (Nikon calls this DX), whereas the D700 is full frame (FX). A full frame sensor can produce less noise at higher ISO and low light situations.
The FX cameras also allow use of ultra wide lenses, of which there are few options for DX. In the end, though, it's not about the camera and more about the photographer. If you have the budget, and time, then get the best camera you can afford - although, by the time you figure it out and learn to take decent pictures you'll end up replacing it.
