Hopefully, she wrote him a letter stating why she was not paying. If she did not, a judge would likely still find that she was not obligated to pay.

Most of the time, a judge will ignore a familial relationship, and treat the parties as simply landlord and tenant. However, with a single family house, there might have been some expectation that she would take care of problems like this. That seems unlikely, since these are major repairs.
