Assuming that you have checked the battery and that's not the problem (many times you will have enough juice to light the dash and headlights but not enough to make the starter turn the motor over) I would recommend you take out the starter and check the solenoid (commonly referred to as the Bendix). You can do that by applying 12VDC to the solenoid (+) and ground and see if it pops out. Once you've done that apply power to the starter itself and see if it turns over. If it doesn't, as I suspect it won't than you have your problem. Make sure that your battery is in good condition.....and check to make sure all of your cable connectins are free of any corrosion and are all tight......the starting system has to have maxium voltage available, in order for it to work properally.
check the multi function switch. I hava a 96 Chevy Monte Carlo and I had the same problem . I changed the multi function switch and the brakes lights now work. the rear brake lights run thru the switch on the turn signal circuit. try it and see.
apparently the dimmer switch is bad in the steering column.
The brake light switch is bad, look on top of the brake pedal under the dash and you will see the switch, replace it and you will have brake lights.
The 1999 Chevy Monte Carlo does have an emergency fuel cutoff switch. The emergency fuel cutoff switch can be found in the fuse box.

Rear loom ground not contacting. Bulbs burned out or missing. Brake light switch or connection to it is fubared.

Changing the brake light switch in your Chevrolet Monte Carlo is quite simple. The brake light switch simply plugs in and out.
