There are many things that can cause this..........
1. The blower motor is weak.
2. The blower wheel is broken.
3. There is trash inside the recirculation door.
4. Dash controls are not working correctly.
5. Internal a/c - heating doors are loose, broken or bad..
6. You may have a bad blower resister..
