Thing that measures all the elements at once would be a weather station, it can't be just one weather tool alone, it's got to be all weather tools into one.

Barometer: A gauge measure air pressure.

Hygrometer: Any of various instruments for measuring the absolute or relative amount of moisture in the air

Anemoeter: a gauge for determining the force or speed of the wind, and sometimes its direction; wind gauge.

There is also the stormglass, a strange instrument which can predict rainy weather, thick air, and wind amongst the upper atmosphere. Despite its abilities, there are no "notches" or measuring marks on it for any kind of precise measurement.
