Greenwich outside London, Britain.

Greenwich Meridian

_____________

Clarification. Each of the world's basic time zones is 15 degrees of latitude wide. It should be obvious that 15 degrees times 24 equals 360 degrees, accounting for the entire globe. The system of latitude and longitude was established in Greenwich with Greenwich at zero degrees longitude, but the time zones were defined in such a way that Greenwich is in the middle of its zone. That time zone extends for 7.5 degrees to the east and to the west of the Greenwich meridian, defining its full 15 degrees.

Since each country determines its own time zone(s), most time zone boundaries are international borders. Countries base their time zones at least loosely on the longitudes they cover, with every fifteen degrees of longitude corresponding to one hour.

Why are various time zones lines and the date line irregular rather than being straight longitudinal line?

The reason why the time zone lines follow irregular paths rather than straight lines, is to allow a number of small countries and islands to maintain a single time zone rather than being divided by these time zone lines. If an island is not very large, it just seems silly and a needless bother to have two time zones. So we just route the time zone line around it.
