Yes, the postal service is a government service. It's employees are federal employees. However, the postal service has not been subsidized by the government since 1971. They generate their own revenue through the sale of stamps and other miscellaneous retail products and services.

"Sort of, but technically the United States Postal Service (USPS) is an 'independent agency' of the United States government, established from its predecessor the U.S. Post Office Department, in 1971 as an independent establishment of the executive branch responsible for providing postal services within the United States," according to John Zodrow, who authored the textbook Postal Service Labor Arbitrations. "The USPS is funded through the sales of products and services, and receives no direct taxpayer funds. It is not a corporation, per se. It is still an agency of the federal government."

Yes, in a way. The USPS answers to government board but is under its own management. It has to get permission to raise rates or to close post offices or to curtail service such as stopping delivery on Saturdays.

No. It is an independent agency in the Executive Branch. It does function in many ways like a corporation, but it is not a government corporation, like AMTRAK.
