Yes, tungsten is more dense than steel. In general, it is more than twice as dense as steel. The density of tungsten exceeds 19 grams per cubic centimeter, and steel, though it has a varying density owing to its different alloys, has a density on the order of 8 grams per centimeter, or perhaps just a bit less.

That depends on the type of stainless steel and the tungsten!

Soft stainless steel is definitely softer than soft pure tungsten. However, tungsten is very brittle, so it is often alloyed with other metals, which make it less brittle but less strong. Some stainless steels are very strong indeed and could easily be stronger than one of the softer tungsten alloys.

However "average" tungsten will be stronger than "average" stainless steel.

It has to be greater than the density of the fluid in which it is to be floated.

Is uranium more dense than lead?

Uranium is more dense than lead, yes. The density of the two metals is 19.1 and 11.34 grams per cubic centimeter, respectively. That makes uranium almost twice as dense as lead.
