My research & personal experience has only turned up restrictions limiting equipment to bring in for use (no dynamite, jackhammers, or, bulldozers!).
Panning is allowed everywhere on BLM land. I've never come across ban on use of standard rock hammers or small (single-hand use) pickaxes. I've also never come across restriction on small (camping-size) to medium shovels. However, I've never looked into specific to depth limit. I HAVE come upon confined areas with rigidly defined parameters for distance from riverbank for reasons of environmental or species protection.
I, recently, found a hot spot opened by a landslide. I have not checked on this, but, a seasoned, 3rd-generation 'hound' told me you can still stake claims on BLM land, and, it's a process easily done on your own.

I am assuming the phrase is used in relation to a legal claim, in which case it means to withdraw the claim without the right to refile it at a later time. This is contrasted with "withdraw without prejudice" which would, obviously, mean that the right to refile the claim remains.
