Yes and no. There is an area that is commonly used as a skate park, but it was never built or officially designated as such (to my knowledge, at least).
It's called the Literary Walk. It's the place where the Bandshell is (the stage with the curved stone back that amplifies sound)? It's across from the fountain that overlooks the Central Park Lake. It's at approximately West 72nd Street (or, what would be West 72nd Street, if the streets went through the park).
To get there, you just follow the Park Drive (the Park Drive is the big concrete road that loops around the park; it is the only road that cars are allowed on in the park).
There are two parts to the Park Drive: the full length, and the shortcut. It basically looks like a circle with two lines drawn through it near the top and near the bottom. The circle loops all the way around the park, from the south end (59th Street) to the north end (110th Street). The shortcut cuts across at 72nd Street and 100th Street.
Follow the Park Drive to around 72nd Street. At that point, the road splits: one part continues looping all the way down to the south end of the park (59th Street). The other part cuts through at 72nd Street. Follow the shortcut that cuts through 72nd Street.
On one side of the Park Drive is the lake. On the other side is the Literary Walk and Bandshell. That whole area is where all the skaters hang out (especially on Saturday and Sunday).
There's another spot, right next to the Literary Walk, where this big open concrete space is. This is where the skaters usually go to practice tricks and fancy skating.
