If by biggest you mean the largest volume, The Pentagon used to hold the record for the largest building, in terms of sq ft.

It was from the time of its completion in 1931 until the World Trade Center surpassed it (while still under construction) in 1972, which were, themselves, surpassed by the Willis Tower, formerly called the Sears Tower, in Chicago one year later, in 1973.
The Willis Tower remains the tallest in the United States to this day, though at least two buildings are under construction that will surpass it, the Chicago Spire and the Freedom Tower.
The Empire State Building is presently the 2nd tallest in the United States (was 4th until the World Trade Center was destroyed on September 11, 2001), and is presently 10th Tallest building in the world.
