I would assume so, since they are usually stamped all over with "DO NOT EAT" text. Since they are used for removing moisture from the surroundings, I imagine much the same would happen inside your body...and a dog's, too.

∙ 10y agoQuite a lot - the silica gel is not toxic itself and the major risk associated with eating it is intestinal obstruction from getting a wad of it compacted together. In a very small dog, one to two packets would be risky; in a giant breed dog (over 120# adult weight), it would probably take more than a dozen packets to cause a problem.
The silica itself can also cause mild stomach upset and discomfort, which usually resolves on its own with a bout of vomiting.
