No he is not as you can see in the songs and descriptions of mangle it says "he"
and these aren't things fans said. He may sound a bit like a girl and look like a girl but he is not. That is just the animatronic voice. And for the eyelashes I think they don't matter because toy bonnie has eyelashes too, and toy bonnie is male.
