Unfortunately that is going to depend on the maker and the facility it is processed in. Most ingredients used in jelly is gluten free but the plant where they make it may not be. Also it will depend on what they use to thicken it with and whether that has been modified or not.

Is there a question here? Yes you can go ahead and add gluten. It tends to make things "chewy" - in a gluten free recipe the replacement for gluten is usually xantham gum. Although adding gluten to a gluten free recipe defies logic - just buy a regular mix. It will be cheaper!
