It's best to use sunblock on tattoos -- sunlight will fade the ink over time. The only time you don't want to put lotions on the skin is right after you get the tattoo, when you should just put first aid cream on it.

I do not see why not. If you are about to get a tattoo I probably wouldn't, but just for protection from the sun you should be fine.
