If there have been frosts and the nest has chilled sufficiently the wasps are probably dead. Check the nest and look for any signs of activity. If you see absolutely no activity over a period of time then it may be save to remove the nest. If you have the slightest doubt, get professional help.

The wasp is dormant in winter, but this does not mean that the wasp is dead. The nest, being an inanimate creation of the wasp, cannot be "killed" but is sometimes abandoned before winter. However, wasps are known to return to previous nests, or inhabit other wasps abandoned nests in spring. Eradication of the wasps and removal of the nest is advisable, especially if Allergies are a factor.

A bee hive is an artificial home for bees provided for them by a beekeeper, so unless you are a beekeeper it is unlikely that what you have in your porch is a bee hive. What you may have is a wasp's nest. This will look like a grey football and feel like papier mache. If so, it will be empty in winter (all the wasps will have died) and safe to remove.
