If there have been frosts and the nest has chilled sufficiently the wasps are probably dead. Check the nest and look for any signs of activity. If you see absolutely no activity over a period of time then it may be save to remove the nest. If you have the slightest doubt, get professional help.
The wasp is dormant in winter, but this does not mean that the wasp is dead. The nest, being an inanimate creation of the wasp, cannot be "killed" but is sometimes abandoned before winter. However, wasps are known to return to previous nests, or inhabit other wasps abandoned nests in spring. Eradication of the wasps and removal of the nest is advisable, especially if Allergies are a factor.
A bee hive is an artificial home for bees provided for them by a beekeeper, so unless you are a beekeeper it is unlikely that what you have in your porch is a bee hive. What you may have is a wasp's nest. This will look like a grey football and feel like papier mache. If so, it will be empty in winter (all the wasps will have died) and safe to remove.
The nest will be empty in winter - snowing or not.
Vinegar alone will not kill yellow jackets but if you mix it with other ingredients it will kill them. You will need to mix vinegar with water and liquid dish soap.
Mud daubers are a variety of wasp which build their nests out of mud or use the nests of other species of wasp. Mud daubers which survive the cold months are immature individuals which spend the Winter in the nest.
Whether or not you could sell a wasp nest would depend on whether you could find a buyer.
Gasoline will smother a wasp when it is poured on it or on the nest. The gasoline fumes are toxic and will poison the wasp quickly.
The lifespan of a wasp nest depends on the species of the wasp, for example new queens or males. A male wasp can nest from April to August. A queen wasp can nest from April to October. Many wasp die off but the queen goes off into hibernation and returns in the spring.

In the middle of winter, it is highly unlikely that it was a wasp. It was probably some other type of flying insect.
The queen wasp will either hibernate inside the old nest or build a new smaller one. The queen wasp is the only wasp that survives the winter. The rest of the wasps in the next die.
Wasps all die in the winter except for the queens who hibernate (usually underground) and restart the colony in the spring.
wasp as to nest
If the nest of a wasp is completely destroyed, the wasps will search for another place to make a nest.
The female wren does.

It is possible for a new queen wasp to build a new nest next to or even attached to an old disused nest, however this will be a completely new colony.
