At 21 you are not really a boy any more and there is no reason why he should not Marry some one that is 4 years older. As the years move on the age difference will seem less and less important.

If the young woman is mature then no, a nine year difference is not wrong and perhaps a good thing if this young man is established in his life; has a career or is doing well financially (not meaning he has to be wealthy, but a hard worker.)
