Yes, many people photocopy their passports and carry the copies with them while they travel overseas and their own passport may be locked securely in their hotel safe for safekeeping. Just as long as the copy is not used to fraudulently portray the real thing, it is permissible.

It's not illegal to make the simple act of photocopying it, and indeed some organisations and institutions will accept a photocopy of a person's passport as proof of identity. But it IS illegal to attempt to use a copy as a genuine passport.

The U.S. Passport Agency recommends that you make a color copy of your passport. I further recommend that you make at least 2 color copies & laminate these.
