Legal Answer: The legal view is that laws vary from place to place. In some countries there are no laws that apply. In the US states it depends which one you live in.
There are no laws that directly prevent suicide although there are laws such as manslaughter that can be applied to cases of assisted suicide. A successful suicide is never illegal - after all, the "criminal" is dead and there is no one to prosecute.
The reason people are taken into custody when they attempt suicide in a public venue is they are breaking other laws such as public disturbance, obstruction of a thoroughfare, endangerment to themselves and/or others. Attempted suicide may be grounds for a mental review.
Assisted suicide, sometimes referred to as euthanasia, may be classed as murder, if successful, or attempted murder if it is not successful. The challenge is what was actually the wish of the deceased and how do you prove that it was not murder.
Imposed suicide may be classed as murder.
Moral Answer: The God of most religions does not allow it; you condemned for doing it. In other religions, to commit suicide in the pursuit of religious views is considered the ultimate in sacrifice and is rewarded by immediate entry into heaven.
No, suicide has not been a crime in any US State in approximately 20 years. Those states where it was a crime then were exceedingly rare (only 2 of 50). Most had de-criminalized
Note that an attempted suicide is near conclusive proof that you are a danger to yourself and will likely result in involuntary commitment to a State psychiatric facility.
Many US states have no laws against suicide. By the 1990s, only two states still considered suicide as a crime or felony, but these laws have since been removed. Assisted suicide is legal in other states, if it is on medical grounds.
Suicide is a long-term solution to a short-term unhappiness, but it it not against civil law. Some religions say that if you kill yourself, you will go to Hell instead of to Heaven. It is a bad choice, because nothing that makes you miserable - no matter how horrible it is! - is going to last for the rest of your life. People can be really unhappy for months and months, and then find something that helps them feel better, and be back to their normal feelings - how awful it would be to end everything and miss the rest of your life. Also, your family never, ever really understands why you did it, even if you leave a note (I know from family experience on this) - they always miss you and wonder what happened.
Suicide has historically been treated as a criminal matter in many parts of the world. Although a person who has successfully committed suicide might be thought to be beyond the reach of the law (since they are dead), there could still be legal consequences. The associated matters of assisting a suicide and attempting suicide are, or have been, also dealt with by the laws of some jurisdictions. (Wikipedia)

Suicide cannot be controlled, the most we can do is try to prevent it. Taking your question as it is, if we wanted to control suicide, it would need to be legal with a permit. if people had to apply for a permit and have their suicide approved, then it would be considered "controlled".
