The short answer probably not - unless it was proved to the satisfaction of a properly constituted tribunal of law that such verbal/emotional abuse amounted to psychological assault, constituting wilful/wrongful neglect of a vulnerable person in the care of a responsible adult.
I cannot think of anything more stupid, ignorant, callous or contemptible than to abuse a vulnerable person as suggested in this question.
