It may be, but 13 y/o girls are very impressionable and people talk. Be VERY circumspect in your behavior for your own good.
It also depends on the circumstances. I'm 24 and talk to my 13 year old sister all the time, and her friends if they are there. Of course I don't go out of my way to do so, and I don't think anyone would consider that inappropriate.
But as stated above - people talk. People wouldn't think it appropriate to simply start talking to a stranger who was 13 for no (obvious) reason.
