No, it's not.

The recommended amount of water to be consumed per day changes quite a bit, but currently it is at 8 glasses of water, i.e. about 2 1/2 litres.

This is only a guideline, because there are some people who have a more active lifestyle and obviously have to drink more, or their name is Hozuki Suigetsu from Naruto.

It is bad to drink a huge amount of water, but only if you seriously overdo it. Your body needs a certain amount of salt, and if you drink far too much water (such as in a contest, or if you drink lots of water with no electrolytes while exercising heavily), you can dilute the salt in your blood to a dangerous level.

However, you can drink quite a bit of water with no ill effects, and most people actually don't drink enough water.

Answer:

More than one liter (quart) per hour over several hours, can be dangerous, since it dilutes the essential minerals in the bloodstream (electrolytes). But if you spread it around over the course of the day (like 1-2 cups per hour), it won't hurt you.
