No the state abandoned people it cannot take care of or that do not work or have parents that work. Also unexpected and extra people that do not get rations are abandoned or forgotten. It has the success of a barley watered plant. Only the military and capital city have any success and even then some soldiers eat little or pillage for food and the capital city has power outages often.
