It really depends on how matured, physically, he/she is and how experienced they are. I am a male and I matured to a full size guitar when I was 12 so I would say yes. Just let them try it out :)

It shouldn't be(unless he is a dwarf).Seriously,the best way to tell is to take he or she to a music store and try out full size and 3/4 size guitars.If the reach is too far then it may be too big.It probably wont be too big.Also keep in mind that a 13 year old will grow.My 10 year old daughter started off with 3/4 size guitars and now she is using full size.The best way is to have them try out different sizes and see which one they feel most comfortable with.

If by 32, you mean 32 inches, then it is a regular sized guitar, maybe an inch or two shorter. It may also be a slightly longer 3/4 size. A full size guitar is more around 34.5.

It depends, it can be 1/2 size which is good for children up to 10, or 3/4 which is good for 10-13ish but it does depend on what size your arms are. Or it can be 4/4 which is full adult size which is good for everyone really. i have shortish arms but i own a adult size guitar and can play it fine.
