If my occupation is journalism, leveraging my blog as reference to work experience would be quite easy - the blog itself illustrates writing style, views, attention to detail, and so on. These things are directly correlated to the fundamentals of journalism - they are part of the job profile. In this context, a blog could be considered direct work experience.

If my occupation is construction, and the focus of my blog centered around documenting tips and tricks of the trade, reviews/ratings of the tools used, and effective construction technique, we could say that my blog supports my work experience - in a sense, it serves as a supplement to my resume. These things are secondary to the job profile in the sense that construction is a physical occupation for which written word cannot prove competency. In this context, my blog is not work experience per se, but builds credibility and supports it.
