Screen sizes are always specified diagonally. This goes back to the original TV sets that used CRTs with circular faces, the diameter of the CRT face was naturally the diagonal of the visible screen after being masked to a rectangle. This practice was continued when CRTs with rectangular faces were introduced and when modern flat panel screens were introduced.
