However, if you ask in the sense of the word "Latino" then the answer is no. Latino refers to person from the Americas whose language is based on either Spanish or Portuguese.

Latino ancestry, cultures, customs, food, dress, and sometimes religious beliefs are in large part composites of the people who were indigenous to the local area, imported slaves, and only to a much lessor extent by intermingling with European immigrants.

Spain is a Latin country, as its language comes from Latin because of the roman occupation. By this reasoning Portugal, France, and Italy are also "Latin" countries since all these languages are "Romance Languages" that are based on Latin. However the Romans never occupied anything in the Americas.

Latin America is comprised of countries in the new world with Spanish or Portuguese speaking inhabitants. In this sense, then, Spain is not a Latin country since it's not in the Americas.
