No, Somalia is not considered a dictatorship. Rather it is often referred to as a failed state ie as a state where the government is unable to provide for, as well as maintain control of, its population. While Somalia does in principle have a government, said government controls only a minor part of the country. However prior to becoming a failed state Somalia was under the control of Said Barre may by some have been considered to be a dictatorship at that time.
