Speaking generally, most objects in the universe are red-shifted, that is they appear to be moving away from us. There are exceptions to this, obviously. There are plenty of objects in our own galaxy that appear to moving towards us. Plus the Andromeda galaxy appears to be on a collision course with the Milky Way. Objects moving towards us would appear to be blue-shifted.

One can only describe an object as having a redshift or blueshift if it can be observed from the outside. Since the universe cannot be observed from the outside, one cannot say that the universe itself is redshifted or blueshifted.

Many objects within the universe are redshifted or blue shifted when observed from Earth. Any object moving away from us is redshifted, and any object moving towards us is blueshifted.

That is not Correct,

Sirius A has a local proper motion, BLUE SHIFT, expressed by an attributed velocity of about −7.6 km/s, originally thought in 1868 to be receding at 40 Km/s.

Sirius A and B are Companion stars. They are only 8.6 light years away. These two are in a unique group of seven stars that are very close to us compared to others even within our own galaxy. Sirius B is a White Dwarf, and is observed to be shifted red, as expected in Einstein's Theory of General Relativity. The Red shift is primarily due to Gravitational Time Dilation. Translated to Velocity, the latest measurements from the Hubble Space Telescope, show V = 91 km/s.

ALL stars within our galaxy have some proper motion relative to us, and show red and blue shifts accordingly, or not very much if moving laterally rather than toward or away from us. This 'localized' red or blue shift is usually attributed to simple Doppler effects. Our Sun, and Solar System, orbits around the central mass of the Milky Way at about 220 Km/s.

Red shift is much more common, because of the expansion of the Universe. In fact, this was one of the major arguments used to prove the expansion. Most scientists are satisfied, nowadays, that the redshift is due to the expansion of the Universe.

Both can be observed. However, redshift is observed for most galaxies, because of their distance (and the general expansion of the Universe).

Redshift, since the Universe is expanding. Only in the case of objects that are relatively nearby will the "proper motion" sometimes dominate, so that some objects actually move towards us.
