No, the first Avatar in 2009 was put out by 21st Century Fox. The second and third Avatars will also be by produced by 21st Century FOX however thanks to the acquisition of 21st Century FOX by Disney in December 2017 [finalized by Summer 2019], the third and fourth Avatars [assuming they are made] will in fact be Disney productions.
Yes, Mattel ultimately discontinued the Avatar toy line, however it's possible once the Avatar two & three get closer to their release date, there could be a new line of toys. It's also possible that since Disney opened their 'Pandora: World of Avatar' in Disney World's Animal Kingdom, and will soon [in Summer 2019] own the rights to Avatar, there could be new toys but nothing has been announced yet.

Avatar definately!
On April 22nd 2017, James Cameron made yet another announcement as to the release dates for his Avatar sequels. After several previous start / release dates, this time he claims the sequels will be released on December 18th 2020 for Avatar 2 & December 17th 2021 for Avatar 3. There will be a three year gap with Avatar 4 released on December 20th 2024 & the 5th on December 19th 2025. As mentioned, with so many delays in production & release dates changes that came before there's no reason to believe these are set in stone but of course, time will tell. - In December 2017 it was announced Disney would be buying most of 21st Century FOX, a deal that should be finalized by the Summer of 2019. On April 23rd 2018, he made a public statement that he was 100 days into shooting the first two sequels under his FOX deal. The Disney acquisition is important because the last two sequels will fall under Disney's review & if the first two aren't successful, there may not be third & fourth part. They do however, have a stake in Avatar thanks to their 'Pandora: World of Avatar' at Disney World's Animal Kingdom, so it's entirely possible they'll agree to a third & fourth part.
in the avatar game the avatar is a blue creature like a human but not and is on an avatar planet but avatar the game comes from a movie and that is all about an avatar in the game.
