It is low but you need to find the reason why. Your body can't function properly at that temperature. The enzymes that make your cell's reactions work like they should are slowed by lower than normal temperatures.
I think it would be if it's consistantly around that temp for a few days then you could have a low grade fever. Usually normal body temp is about 98.6 degrees, a higher fever would be about 100 degrees.

Not to be flippant, but a persistent low grade fever is most typically caused by a persistent, low grade infection. There's not a lot else I can tell you without more symptoms present.
Here in the UK a temperature is measured in Centigrade, the normal being 37*c. If the temp goes from this, up to 37.5*c then this would be classed as a low grade fever. If it reached 40*c then this would be considered to be severe. Hope this helps.
