It's none of those. Water covers approximately 71% of the Earth's SURFACE, but the amount of water on or in Earth is far, far less than that figure would indicate... well under 0.1% (no, that's not a mistake, zero point one percent, or a tenth of a percent; and even that is decidedly an overestimate... it's actually only about a quarter of that). It's just that the water is almost all on or near the surface, while the core of the Earth is mostly rock and/or metal.

71% of Earth's surface is covered by water. Of all the water, only 3% is fresh. Less than one third of 1% of this fresh water is available for human use. The rest is frozen in glaciers or polar ice caps, or is deep within the earth, beyond our reach.

97% of that 70% is salt water

So no, 75% of earths water is not fresh water only 3%
