There was no single decision but a series of decision taken from 1939-1941, starting with incurables (1939) and culminating in the Final Solution (adopted in 1941). However, Hitler's statements about the various groups were so inflammatory and obsessive that some believe that the desire to kill them was in effect implicitly lurking in the background much earlier, though it's hard to put an exact date on it.

Most probably 1943. Some may think 1942 or even 1941, it was for a while in the 1950's believed that he had decided way back in the 1920s, but there turned out to be very little evidence to support that point of view.
The exact date is unknown, but the Nazi regime's implementation of the 'Final Solution' began in 1941.
Note the Jews and 'undesirables' were not treated the same: the only groups targeted for complete extermination were the Jews and 'gypsies'.
As far as can be ascertained, the decision was taken in the autumn of 1941.
