Parental consent does not play a role legally. There are no laws about the ages at which one can date. There are very specific laws dealing with sexual contact. They vary from place to place, so check the laws for your state or country. In most places, someone over the age of 16 can consent to sexual activity. Be careful, or the older person could end up with criminal charges against them, even if the younger one consented.
